Proposed Changes to the Common Assessment Framework (CAF) Process
CONSULTATION ON CHANGES
Following the 2009 children's services OFSTED inspection there was an increase in CAF activity. However, increases in the 2009/2010 period were followed by a decrease in 2010/11.
The recent 2011 OFSTED report stated:
"The use of CAF is not embedded…. Increase the use of common assessment framework to provide co-ordinated early intervention to children and families who need this support."
The CAF process has become much more streamlined. However, we intend to do more to make the process simpler and easier for all involved, whilst retaining the features that support effective safeguarding, transparent accountability, safe information sharing and good quality data reporting to localities.
- The aim of this consultation is to support the following;
- Make the process simpler and quicker but safe, secure and proportionate.
- Reduce the number of process steps practitioners have to undertake.
- Reduce central beaurocracy and time delay.
- Enable better practitioner ownership and control.
The views of frontline practitioners, managers, parents/carers and young people are vital in ensuring that the CAF can be improved and subsequently become more embedded across the city.
