The CYPP 2011-15 was approved by the Children’s Trust Board (CTB) on April 18th. The plan is based on a statistical analysis of children and young people’s needs which describes the experiences children and young people have growing up in Leeds, with the final shape of the priorities for improvement worked out following consultation with partners, children and young people, and parents and carers.
It identifies 3 “obsessions,” areas where the partners are committed to making rapid progress. These are reducing the number of looked after children; decreasing the number of young people not in education, employment or training; and, improving school attendance. These have been chosen because of their importance to the experience of growing up in Leeds for significant numbers of our most vulnerable children and young people, but also because work in these areas has a knock on effect on other key issues such as safe and supportive families, educational achievement, health and well being, youth offending and developing the voice and influence of children and young people.
The plan is deliberately short and simple. The 5 outcomes, 11 priorities and 15 key indicators (see page 6) provide a shared framework and starting point for practical action. What matters most is how partners build on this by working together to deliver improved outcomes for children and young people in localities across the city. These improvements will help us achieve our broader vision for Leeds to be a child friendly city.

OBA is a way of thinking and approach that develops practical action plans through “turning the curve” exercises and is one of the major methods we will use to deliver CYPP priorities. We will be adding details of this work to the OBA page in due course. The partners are also committed to using restorative practice to improve outcomes. The fundamental premise of restorative practice is that people are happier, more cooperative and productive, and more likely to make positive changes when agencies and service deliverers do things with them, rather than to them or for them.
